Completely uninstall original NVIDIA driver in Add/Remove Programs, then download and install appropriate driver from official NVIDIA website, and restart your computer when finished.
Open Control Panel-Administrative Tools-Service one by one, and then in its window, find two options NVIDIA Driver Support Service and NVIDIA Update Service Daemon and change startup type to manual, then click Start, change it to Automatic. The service status changes to running. Once setup is complete, try opening NVIDIA Control Panel.
Check if there are any NVIDIA related options in startup options in msconfig system configuration. If there are, mark them and then try opening them again.
