cause:
The dial-up network cannot be connected because device is not properly installed or used. RasPPPoE is not fully and correctly installed.
Workaround:1. If it is a dial-up network connection, COM port that is trying to use network connection is being used by other active network connections or other processes (such as fax programs, Windows live, and other PPPoE software). . Close application that is blocking use of COM port.
